Galaxy S IIのCPUは本当は1.2Ghzで動作する？と言う事？

■Galaxy S II dual-core CPUs will run at 1.2GHz - Samsung Hub
Samsung has been showing of their Galaxy S II powered by 1GHz dual-core Application Processor. However, Samsung Estonia today announced that they will bump the processor speed by 200MHz, which will take the phone’s CPU clock speed to 1.2GHz. Needless to say, we’re not complaining about the increased speed but it will be interesting to see how much the actual gain is by adding 200MHz as well as the battery life tradeoff for performance.

こちらの記事はつまり、Galaxy S IIのDualCoreのCPUは本来1.2Ghzで動作するものを1Ghzで動作させているらしいです。
つまりカスタムROMとかが出てくると1.2Ghzで動作する可能性もあるということでしょうか。
安定性やバッテリーのためにクロックを下げて動作させるというのはよくあることですが、もしかするとオーバークロックアプリが・・・というような妄想も膨らみそうな感じです。
